FP7: the future of European Union research policy

Funding guide available on CORDIS

This practical funding guide was conceived in order to help potential beneficiaries of our programmes find their way through the three funding instruments – Cohesion policy which is funded through the Structural Funds and Cohesion Fund; the Research Framework Programme and the Competitiveness and Innovation Framework Programme – and identify the most appropriate funding scheme for them. It provides a concise description of the three funding sources, explains how they can in practice be combined and provides policy makers with advice on setting up mechanisms at the national and regional levels to foster co-ordinated access to them.

The first calls for proposals were published on 22 December 2006. You can find all the information about them and how to apply on the CORDIS web site.

FP7 specific programmes adopted

Following the adoption of the Seventh Framework Programme on 18 December, the Specific Programmes were also adopted by the Council on 19 December. (See Council minutes pages 26-27; PDF 265 kB).

FP7 adopted!

On 18 December 2006, the Council adopted decisions establishing the Seventh Framework Programme of the European Community (EC) for research and technological development for the period 2007 to 2013, and the FP7 for nuclear research activities (Euratom) for 2007 to 2011.

The Council also adopted a regulation laying down the rules for the participation of undertakings, research centres and universities in actions under FP7-EC and for the dissemination of research results.

Background

On 6 April the European Commission adopted a proposal for a new EU programme for Research. The proposal provides new impetus to increase Europe's growth and competitiveness, recognising that knowledge is Europe's greatest resource. The programme places greater emphasis than in the past on research that is relevant to the needs of European industry, to help it compete internationally, and develop its role as a world leader in certain sectors. The programme will also for the first time provide support for the best in European investigator-driven research, with the creation of a European Research Council. Focus will be on excellence throughout the programme, a requirement if it is to play its role in developing Europe's global competitiveness. Another priority will be to make participation in the programme simpler and easier, through measures addressing the procedures, plus a rationalisation of instruments In spite of this new approach, there are many elements of continuity: in practice, for the majority of participants, the programme itself will not change, but participation will become simpler.

The legislation for the 7th Framework Programme is subject to decisions by the European Parliament and Council. The Commission's proposals can be found here

FP7 - preparation of work programmes

The calls for proposals under FP7 will be set out in annual work programmes which will provide details about the topics, timings and implementation. The Commission is drawing on a wide range of inputs and advice for the preparations of these work programmes (see also the ERC site for the “Ideas” work programme):
European Technology Platforms: the “Cooperation” work programme will contribute to the implementation of the Strategic Research Agendas where these represent genuine European added value. Further information is available at the European Technology Platforms site.
Advisory Groups: a series of Advisory Groups have been established by the Commission in order to receive high-level, independent and pluralistic advice.
